Speaking to Portuguese audiences

European Portuguese, which differs from Brazilian Portuguese in vocabulary, syntax and register enough that using Brazilian copy is immediately obvious and mildly offensive. English is widely spoken, particularly in Lisbon and Porto and across the large international founder community.

Advertising and consumer protection in Portugal

The Código da Publicidade governs advertising, with enforcement by the Direção-Geral do Consumidor and self-regulation through the Auto Regulação Publicitária (ARP). The regime follows the EU baseline closely, with specific restrictions around advertising to children and around food and beverage claims.

The Unfair Commercial Practices Directive (2005/29/EC) sets the floor for misleading advertising across the single market, and the Digital Services Act adds transparency duties on platform advertising. Paid partnerships and gifted content must be disclosed clearly and up front. Enforcement is national, so the wording and placement expected of a disclosure differ from one member state to the next even though the underlying obligation does not.

Data protection and privacy

GDPR (Regulation 2016/679) applies directly, together with the national implementing act and the ePrivacy rules on cookies and tracking. Consent has to be collected before any non-essential tracker fires, which shapes how campaign measurement gets set up.

The platform mix in Portugal

Instagram and Facebook lead, with TikTok growing quickly among younger audiences. YouTube is strong. LinkedIn matters in the Lisbon technology and startup scene, which is unusually international relative to the size of the domestic economy.

How buying decisions get made

Relationship-led, courteous and less hurried than Northern Europe. Formality in first contact, warmth thereafter. The domestic market is small enough that most sectors are tightly networked, and the international founder community operates on quite different norms from traditional Portuguese business.

Invoicing, tax and terms

Standard EU reverse charge for B2B. Portugal requires certified invoicing software for locally established businesses and applies an ATCUD code and QR requirements to domestic invoices — relevant when contracting through a Portuguese entity rather than cross-border.

For B2B services sold cross-border inside the EU the reverse charge applies (Article 44 of the VAT Directive): the invoice is issued without VAT and the client self-accounts for it under their own VAT number. A valid VIES-registered VAT number on both sides is what makes that work, so it gets confirmed before the engagement starts rather than at invoicing.
