Maltese and English are both official, and English is used throughout business, banking and most advertising. That makes Malta the lowest-friction EU market for an English-language brand — but Maltese carries warmth and local credibility, and a brand aimed at a domestic rather than expatriate audience that never uses it reads as visiting rather than resident.

Advertising and consumer protection in Malta

Consumer protection is enforced by the Malta Competition and Consumer Affairs Authority (MCCAA), with broadcast advertising overseen by the Broadcasting Authority. The market is small enough that reputation travels fast in a way it simply cannot in a large economy — an overclaim in Malta is a commercial problem long before it becomes a regulatory one.

The Unfair Commercial Practices Directive (2005/29/EC) sets the floor for misleading advertising across the single market, and the Digital Services Act adds transparency duties on platform advertising. Paid partnerships and gifted content must be disclosed clearly and up front. Enforcement is national, so the wording and placement expected of a disclosure differ from one member state to the next even though the underlying obligation does not.

Data protection and privacy

GDPR (Regulation 2016/679) applies directly, together with the national implementing act and the ePrivacy rules on cookies and tracking. Consent has to be collected before any non-essential tracker fires, which shapes how campaign measurement gets set up.

Facebook retains unusually strong reach across all age groups compared with Western European averages, and Facebook groups function as genuine local marketplaces and community hubs. Standard EU reverse charge for B2B services. Invoicing in euro, English-language contracts, and no translation overhead — which is why Malta is often the first EU market a Balkan or Gulf brand tests before committing to a larger one.

For B2B services sold cross-border inside the EU the reverse charge applies (Article 44 of the VAT Directive): the invoice is issued without VAT and the client self-accounts for it under their own VAT number. A valid VIES-registered VAT number on both sides is what makes that work, so it gets confirmed before the engagement starts rather than at invoicing.
