Language & Audience
Romanian, a Romance language, which means Italian, French and Spanish speakers find it partly legible but nothing transfers cleanly. English proficiency is high among urban professionals and in the large technology outsourcing sector. Hungarian is spoken by a significant minority in Transylvania.
Rules That Shape the Work
The ANPC (Autoritatea Națională pentru Protecția Consumatorilor) enforces consumer protection and is visibly active, with self-regulation through the Consiliul Român pentru Publicitate (RAC) and its advertising code.
The Unfair Commercial Practices Directive (2005/29/EC) sets the floor for misleading advertising across the single market, and the Digital Services Act adds transparency duties on platform advertising. Paid partnerships and gifted content must be disclosed clearly and up front. Enforcement is national, so the wording and placement expected of a disclosure differ from one member state to the next even though the underlying obligation does not.
GDPR (Regulation 2016/679) applies directly, together with the national implementing act and the ePrivacy rules on cookies and tracking. Consent has to be collected before any non-essential tracker fires, which shapes how campaign measurement gets set up.
Where Attention Is
Facebook and Instagram lead with strong penetration, and TikTok has grown very rapidly. YouTube is strong. Romania has an unusually good consumer internet infrastructure, so video-heavy formats face little friction.
Entrepreneurial and increasingly confident, with a large and sophisticated technology sector concentrated in Bucharest, Cluj and Timișoara. Relationships matter, formality is moderate, and price sensitivity is declining in urban B2B.
Contracting
Standard EU reverse charge for B2B. Romania has implemented mandatory electronic invoicing through the RO e-Factura system for domestic transactions, which is relevant when contracting through a Romanian entity. Romania is outside the eurozone and uses the leu.
For B2B services sold cross-border inside the EU the reverse charge applies (Article 44 of the VAT Directive): the invoice is issued without VAT and the client self-accounts for it under their own VAT number. A valid VIES-registered VAT number on both sides is what makes that work, so it gets confirmed before the engagement starts rather than at invoicing.
Every engagement is scoped individually, because the work depends on where a brand already is rather than on a package tier. Pricing is agreed in writing before anything starts, and I will tell you if what you need is smaller than what you asked for.
