Russian is spoken by a large minority and Riga is substantially bilingual, which makes language choice a live commercial and political decision rather than a neutral one. Advertising and consumer protection in Latvia

The Advertising Law governs advertising, with the Consumer Rights Protection Centre (PTAC) enforcing consumer protection and acting on misleading commercial practices.

The Unfair Commercial Practices Directive (2005/29/EC) sets the floor for misleading advertising across the single market, and the Digital Services Act adds transparency duties on platform advertising. Paid partnerships and gifted content must be disclosed clearly and up front. Enforcement is national, so the wording and placement expected of a disclosure differ from one member state to the next even though the underlying obligation does not.

Data protection and privacy

GDPR (Regulation 2016/679) applies directly, together with the national implementing act and the ePrivacy rules on cookies and tracking. Consent has to be collected before any non-essential tracker fires, which shapes how campaign measurement gets set up.

The platform mix in Latvia

Facebook and Instagram lead, with strong YouTube use. TikTok is growing. Draugiem, the historic domestic network, has largely faded. LinkedIn is modest and concentrated in Riga.

How buying decisions get made

Reserved and pragmatic, warming considerably once a relationship is established. Riga dominates the economy to an unusual degree, so a Latvian campaign is largely a Riga campaign. Price sensitivity is real.

A valid VIES-registered VAT number on both sides is what makes that work, so it gets confirmed before the engagement starts rather than at invoicing.
